Check In Procedure - Check-In: 3pm - 4pm. - Check-Out: 2pm. - We offer self check-in only, please confirm your site on your reservation and proceed directly to that site when you arrive. - Please call us for early or late check-ins, we might be able to accommodate you. - While each park attempts to accommodate your exact spot request, the on-site manager has the ultimate decision for spot placement. Boat - Approved life preservers to be provided by the owner of all boats for the driver and all passengers within boat - No boat shall be overloaded; judgement made by the lake Superintendent as to whether a boat is overloaded shall be final. - No boat deemed unsafe by the Lake Superintendent shall be allowed on the lake - All boats approaching and departing the boat dock and landing ramps will proceed at a slow speed as not to cause a wake. - All boats operating at night shall be equipped with approved lights. Skiing/Jet Skiing - Skiing outside the Lake Superintendent designated area will be in violation of the rules and regulations. - A counter-clockwise pattern is to be used within the designated area. - No more than two (2) skiers to be pulled by a boat at any given time. - Except on special occasions such as water carnivals and other special events. - Skiers must always wear a life preserver. - Boat drivers and passengers will not be permitted to sit on the side of the boat when in motion. No exceptions. - Skiing and Jet Skiing will be in counter-clockwise circle “Only”. - No skiing will be permitted 30 Minutes before dawn or 30 minutes after dark. - Jet Skiers must follow the same path as water skiers (counter-clockwise around the lake) and obey the same rules. - Stay 75 feet from boats pulling water skiers. - Jet Skiers must give the right-of-way to all water skiers. - Failure to follow these rules will result in the forfeit of your jet ski permit, without refund, and expulsion from the lake. - The boating and skiing rules and regulations designated above shall be deemed a privilege granted by the City of Holdenville. - The City Shall not be responsible in any manner for accidents that occur by any reason of such activities. Glass containers - There shall be no glass bottles upon the Holdenville Lake or Lake property. - Glass containers may be permitted if approved by the Lake Superintendent, but must be removed upon leaving lake property, anyone in violation of this shall be fined $250.00. - Two Hundred Fifty Dollars (Ordinance 577, 6-7-1994). Holdenville Oklahoma, City Codes - 7-5-1: Definition: For the purpose of this chapter, the term "lake" shall mean and include the two (2) Holdenville city lakes, commonly known as Holdenville lake and "The Old Lake". (1985 Code § 11-201) 7-5-2: Garbage And Trash; Glass Containers: - A. Garbage: No garbage or other trash shall be dumped or placed in the lake, or on the lake, or the adjacent land belonging to the city. - All garbage shall be placed in containers provided by the city. - Unused Bait; Animal Flesh: No person shall throw into, or permit to enter the lake, or place, throw or deposit upon the premises surrounding the lake any unused bait, flesh of animals or fish, or other matter subject to putrefaction, or any human or animal excreta, or any other unsanitary or unsightly thing. (1985 Code § 11-202) - Glass Containers: There shall be no glass containers permitted upon the Holdenville lake or lake property. Glass food containers will be permitted but must be removed when leaving the lake property. - Anyone in violation of this subsection will be fined, said fine to be Two hundred fifty dollars ($250.00). (Ord. 577, 6-7-1994) 7-5-3: Motorcycles, All-terrain Vehicles, Utility Terrain Vehicles, Other Vehicles Restricted: - Driving In Designated Areas Only: It is unlawful for any motorcycle, four (4) wheeler, dirt bike not licensed by the state, or any other vehicle to operate any place on the lake premises, except on designated roads or areas as demarcated by the lake superintendent. - Secondary Road, Hours Restricted: It is unlawful to operate a motorcycle on the lake secondary roads from dark to daylight of any day. - Three Wheeled Vehicles Prohibited: Three (3) wheeled vehicles shall not be operated on any lake property. - Proof of liability insurance required on vehicle any time of operation. - All riders and passengers under the age of 16 must be accompanied by a parent or legal guardian. - It shall be unlawful for the operator of an all-terrain vehicle to carry a passenger unless that all-terrain vehicle has been specifically designed by the manufacturer to carry additional passengers in addition to the operator. - All operators and passengers under the age of 18 must wear helmet, protective eyewear, and proper footwear while vehicle is in operation. Subject to a twenty-five dollar ($25.00) fine for each offense. - Pickups, SUVs, Jeeps, or full-size passenger vehicles are not to be operated in areas designated for Dirt bikes, UTVs or ATVs. - It is unlawful to operate any vehicle in an unsafe manner which could cause injury, death or property damage. - Speed Limit on Lake Roads: North Side of dam: 10 mph. South Side of dam 25 mph. - Unauthorized vehicles operating in ATV designated areas will be subject to a $250.00 fine and loss of ATV permit. - Day pass required for all riders and vehicles. - All non-utility type vehicles must remain on the south side of the lake. - No joyriding, reckless endangerment, or negligence. - Subject to fine and loss of motor vehicle permit at Lake Superintendent discretion. - There will be no tolerance for disturbance or harassment of other campers and lake visitors. - All vehicles operating in designated ATV areas must have a city permit and the owner must sign a waiver of liability before permit will be issued. Permits - Per Day: $10.00 2. Annual (County Residents): $30.00 3. - Annual (Non-county Residents): $60.00. - All state and federal regulations applying to all-terrain vehicles must be obeyed. - City of Holdenville is not personally responsible or legally liable for accidents. - House Bill 1686 (signed into law May 2007). Oklahoma Statute 47-1117. Section 1. - It shall be unlawful for a person less than eighteen (18) years of age to operate or to be carried as a passenger upon an all-terrain vehicle unless the person wears a crash helmet of a type which complies with standards established by 49 C.F.R., Section 571.218. - It shall be unlawful for the operator of an all-terrain vehicle to carry a passenger unless that all-terrain vehicle has been specifically designed by the manufacturer to carry passengers in addition to the operator. - Fine and court costs for violating the provisions of this section shall not exceed twenty-five dollars ($25.00). - Any peace officer of this state including, but not limited to, park rangers, is authorized to enforce the provisions of this section. - All monies collected pursuant to a citation for a violation of this section shall be deposited in the Oklahoma Tourism and Recreation Department Revolving Fund for credit to the cost center of the state park or public recreation area where such citation was issued. - Any parent, legal guardian or person having actual responsibility for a person under eighteen (18) years of age, or who is the owner of the all-terrain vehicle operated by a person under eighteen (18) years of age, who knows, or should have known, that the person operating the all-terrain vehicle is not in compliance with the provisions of this section, shall be punishable according to the provisions of subsection C of this section. - As used in this section, "all-terrain vehicle" means a motorized vehicle manufactured and used exclusively for off-highway use which is forty-eight (48) inches or less in width, with an unladen dry weight of eight hundred (800) pounds or less, traveling or two or more low-pressure tires, having a seat designed to be straddled by the operator, and which is steered by the use of handlebars. - The provisions of this section shall apply only to persons operating all-terrain vehicles on public lands. - The provisions of this section shall not apply to persons operating an all-terrain vehicle on privately owned property. Section 2. This act shall become effective November 1, 2007. Operation on Streets and Roadways. Oklahoma Statute 47-1151 - Section E: The provisions of this subsection shall also apply to those motor-driven or operated vehicles known as ‘all-terrain vehicles’, which are manufactured principally for use off the roads. - All-terrain vehicles may be operated on unpaved roads which are located within the boundaries of any property of the Forest Service of the United States Department of Agriculture. - Also, all-terrain vehicles may operate upon the public streets and highways of this state under the following circumstances: An all-terrain vehicle may be operated upon public streets and highways if the vehicle needs to make a direct crossing of the street or highway while the vehicle is traveling upon a regularly traveled trail and needs to continue travel from one area of the trail to another and if the vehicle comes to a complete stop, yields the right-of-way to all oncoming traffic that constitutes an immediate hazard, and crosses the street or highway at an angle of approximately ninety (90) degrees to the direction of the street or highway. - This exception shall not apply to divided highways or streets or highways with a posted speed limit of more than thirty-five (35) miles per hour in the area of the crossing; - The operator of the all-terrain vehicle making the crossing at a street or highway has a valid driver license; and The operation of the vehicle making a crossing on a street or highway occurs during daylight hours only. 7-5-4: Swimming In The Lake - Public swimming is permitted in the Holdenville lake. - People will be swimming at their own risk. - No life guards will be on duty. - The hours of swimming will be from sunup until sundown. - Swimming is to be confined to the designated swimming area only. - There shall be no alcoholic beverages of any kind in or near the land or water area. - There shall be no foul language in the area. - No sharp or glass objects are to be thrown in swimming area. - There shall be no disorderly conduct. - No children under the age of twelve (12) shall be permitted to wade or swim in the swimming area unless accompanied by an adult at least eighteen (18) years old. (1985 Code § 11-204) - Accidents and valid license penalties 7-5-5: Picnics, Regulations - Cleanup: All persons holding picnics or other group gatherings on the lake must clean and remove all trash and refuse in areas where there are no trash containers. - Fires: All fires must be properly extinguished before leaving the area. (1985 Code § 11-205) 7-5-6: Firearms, Bow and Arrow Use Restrictions - Discharge of Firearms, Bow and Arrow: It is unlawful to discharge any firearm around or on the lake, except under the following conditions: - Duck hunting will be allowed during the annual duck season as established by federal regulations. - Quail hunting will be allowed during the annual quail season as established by state regulations. (1985 Code § 11-206) - Squirrel hunting will be allowed by shotgun or bow and arrow only during the annual squirrel season as established by state regulations. - Deer hunting will be allowed with bow and arrow only, in state regulated season and with proper license. - The lake superintendent shall have the authority to authorize skeet and turkey shoots. - The lake superintendent may also authorize such licensed persons as he may deem fit to use firearms in the destruction of turtles, beavers, and snakes around the lakes, to protect water quality, public safety and fishing areas. (1985 Code § 11-206; 2004 Code) - Use During Activities: The use of rifles or pistols is expressly prohibited in any activity unless authorized by the lake superintendent under this section. (1985 Code § 11-206) 7-5-7: Fishing Rules - Compliance with State Laws: All persons who fish, spear, or bow fish in or around the lake pursuant to this section shall abide by all applicable fishing laws of the state. Unless otherwise listed. - Boating Permit Required: All boats used for fishing purposes must possess a current lake Holdenville boating permit. - Juglines prohibited. - Trotlines: It is unlawful for any person to place a trotline, regardless of type or size, within the designated skiing area of the lake between April 1 and October 1 of any given year. - Blue catfish Limit is 3 fish per day, in which only one may exceed 30 inches. 7-5-8: Fishing Tournaments - Permission Required: Any group or club planning a fishing outing or tournament must obtain permission from the superintendent at least ten (10) days prior to the event. - Boating Permit: Each boat participating in such an outing must possess a current boating permit. - Authority to Prohibit: The lake superintendent, with the authority of the city council, shall have the power to prohibit a fishing tournament. (1985 Code § 11-208) 7-5-9: Hunting Activities - Permit Required; Fee: All persons engaged in hunting activities as prescribed in previous sections and this section shall obtain an annual permit from the lake superintendent or from the city clerk-treasurer's office. - Lake hunting permit: Five dollars ($5.00). - Compliance with State Game Laws: All persons engaged in hunting activities shall do so pursuant to the game laws of the state. - Rifle or Pistol Prohibited; Exception: Hunting with a rifle or pistol is prohibited. Shotguns with pellets only are allowed. (1985 Code § 11-209; 2004 Code) 7-5-10: Duck Blinds - Permit Required; Fee: No duck blinds shall be built upon the lakes without first securing a permit, in addition to the hunting permit, from the lake superintendent. - The annual duck / deer blind permit fee shall be Five dollars ($5.00). (1985 Code § 11-210; 2004 Code) - Location Restriction: No duck blind shall be built closer to another existing blind than two hundred (200) yards. - Car or Truck Bodies Prohibited: No car or truck bodies will be allowed to be used as duck blinds. (1985 Code § 11-210) - Not responsible for theft of duck blind or deer stand etc. - No driving into hunting areas, use access roads only. 7-5-11: Trapping - Trappers will be allowed on the city lakes pursuant to the applicable game laws of the state and with the permission of the lake superintendent. (1985 Code § 11-211) 7-5-12: Taking Frogs From Lakes - Gigs and Lights Permitted: Frogs may be taken on the lakes by use of frog spears (gigs) and lights. - Nets, Seines and Firearms Prohibited: No frogs may be taken on the lakes by the use of nets or seines, or by the use of firearms. (1985 Code § 11-212) 7-5-13: Boating Requirements and Restrictions - Boating Permits; Fees: It is unlawful for any person to place or use any boat on the lake unless a current permit has been issued for such boat. - Residents of the city and county shall purchase their permits at the office of the city clerk-treasurer. - Out-of-county residents shall obtain their permits from the lake superintendent. (1985 Code § 11-213) - The annual license of each boat shall be designated by the proper sticker which must be displayed immediately behind the license on the left side of the boat, and an annual sticker shall also be placed on the tongue of the boat trailer. (1985 Code § 11-213; 2004 Code) - Current full-time city employees and retired city employees shall be issued a boating permit sticker at no charge by the city clerk-treasurer. - Should an employee terminate his employment with the city, or should the city terminate a person's employment, that person shall be required to purchase a new boating permit. - Any second violation of any provision of this subsection, upon conviction in city court, shall result in automatic cancellation of the permit of such holder. - The convicted holder shall not be eligible for another boating permit until the next calendar year. - An annual permit issued under this subsection shall be valid for the calendar year, unless sooner suspended or revoked. (1985 Code § 11-213) Owner Responsibility - All boat owners are fully responsible for the operation of their boats on the lakes whether being controlled by the owner or used by someone else as the operator, with or without the boat owner's permission. (1985 Code § 11-214) Size Restrictions - Outboard motors of any size or type may be used on the lakes, if the horsepower rating of the motor does not exceed that of the boat. (1985 Code § 11-215) Speed, Reckless Operations - All boats shall be operated at a reasonably safe speed and in such a manner as to avoid interfering with or disturbing persons fishing. - Motor propelled boats shall not come nearer than seventy-five feet (75') to any bank, dock, other boats, or the tower, while cruising at speeds such as to create a visible wake. - Boats within the launching ramp area shall move only at such speed as shall not create a visible wake. (1985 Code § 11-216) Boat Safety Rules: - All motorboats used at night shall carry proper lights, as governed by state law and coast guard regulations. - All rowboats and other nonmotor propelled boats used at night shall have a minimum of one light shining. - No boat shall be overloaded while upon the lakes. - The lake superintendent shall be the sole judge as to whether a boat is overloaded in any instance in which a boat does not possess a listed load limit. - All motor propelled boats must carry at least one coast guard approved portable fire extinguisher, which is readily accessible, and in good serviceable condition. - No person shall operate any boat unless there is at least one flotation device for each person in the boat approved by the U.S. coast guard. - No person shall operate any boat or vessel, or manipulate any water skis while intoxicated or under the influence of any substance included in the uniform controlled dangerous drug act of the state of Oklahoma1. - The use of rubber boats or rafts of less than twelve feet (12') in length is prohibited except within the designated swimming area. - No person shall ride on or in any motorboat being operated on lake Holdenville except in a seat provided by the boat manufacturer for passenger or operator of the boat. - Persons inexperienced in boat operating or persons under the age of fourteen (14) years shall not operate a motor propelled boat on the lakes unless accompanied by an adult experienced in boat operations. - Small paddle boats, propelled by foot driven propulsion as may be approved by the lake superintendent, may be operated anywhere on the lake but no more than fifty feet (50') from the shoreline. - No person shall operate a boat on the lake, whether pulling skiers or not pulling skiers, closer than three hundred feet (300') behind a skier at any time, or closer than one hundred feet (100') to the side of a skier. (1985 Code § 11-217) 7-5-14: Jet Ski Use Restrictions - A. Permit Required; Fees: - Permit: Due to the increased use of jet skis on the Holdenville lake, the city will require that permits be purchased for such vehicles. - Fees: The fees for such vehicles shall be the same as set forth in the Holdenville municipal lake rules and ordinances for boats. - A. Safety Rules; Skiing Pattern: Jet skis shall be required to follow the same skiing and boating safety rules and skiing pattern as boats. (Ord. 573, 8-3-1993) - B. Designated Areas: Jet propelled ski bikes are to be used only in the designated skiing area of the lake. (1985 Code § 11-218; 2004 Code) 7-5-15: Water Skiers Regulated - A. Privilege Granted: - Water skiers' privileges shall be granted on lake Holdenville, only under the terms and conditions prescribed in this section, and the city assumes no responsibility for such activities. - The privilege of water skiing on lake Holdenville will be automatically revoked upon violation of any provision of this section. (1985 Code § 11-219) - B. Restrictions: - No skiers shall be permitted on the lake between 30 minutes after sunset and 30 Minutes before sunrise. - Skiing outside the designated area shall be unlawful. (1985 Code § 11-220) - No more than two (2) skiers are to be pulled by any one boat at any time except on designated special occasions, such as water carnivals and other special events. (1985 Code § 11-220;2004 Code) - It is unlawful for any person to manipulate water skis, surfboards or similar devices unless the person being towed is wearing a coast guard approved flotation device. - No boat shall operate on lake Holdenville while pulling skiers unless such boat possesses a rear-view mirror, or unless there is another individual behind the operator of the boat above twelve (12) years of age. (1985 Code § 11-220) - C. Required Pattern, Takeoff: Skiers will use a counter-clockwise pattern at all times. - Ski takeoffs will be permitted from any point within the designated ski area, except in the immediate vicinity of the boat launching ramp and the lake tower. (1985 Code § 11-221) - D. Other Skiing Safety Rules: - Tow ropes must be pulled in immediately after a skier has dropped off, regardless of the circumstances. - No person shall drop a ski on the lake unless there is another boat present and available to pick it up immediately, for the safety of other skiers. (1985 Code § 11-222) 7-5-16: Camping Regulations - Baptist Pavilion may be reserved for weddings, graduations, reunions, & other special events ($10.00 Electric, unless camping, then $20.00 RV fee applies. - A. Fees: (Subject to change) Tent Camping /Non-electric $10.00 per night Tent Camping / Electric (sites 1-46) $15.00 per night Monthly Camping $400.00 per month (Oct. – Apr.1) RV Camping (Sites 1-49) $20.00 per night Veteran & Senior Citizens $18.00 per night. - Non-Camping Septic Dumping Fee $10.00 - Septic pumping services, if requested: $20.00 (we do the Septic pumping) - All camping fees (permits) shall be issued by the lake superintendent or such other agent appointed by the lake superintendent. - The occupancy rules for campers relating to their paid area shall be enforced by the lake superintendent, whose interpretation shall be binding on all parties. - B. Designated Areas: - Overnight camping will be permitted only in those areas designated by the lake superintendent. - Overnight camping in boats or on the water, whether moored or tied to the bank, will not be permitted. (1985 Code § 11-224) - Noncampers are not permitted in the designated camping areas, or on Holdenville city lake property from the hours of twelve thirty o'clock (12:30) A.M. until five o'clock (5:00) A.M., except for fishermen checking existing lines. (1985 Code § 11-224; 2004 Code) - C. Rules and Regulations: Campers shall abide by all the laws, rules and regulations of this section and other sections of the city code. (1985 Code § 11-225) - D. Pull out time will be 12:00 noon, to accommodate next camper. - E. April 1st through September 30th : RV Campers are required to move after 21 Days . Pet Policy - Pets must be on a leash when outside. Sewer Pump Truck - Sewer Pump Truck Available. - Sewer pump truck available for a $20 fee. Call us for more information.
